Short answer: Under Article 20(2)(b) of the regulation implementing Turkish Citizenship Law No. 5901, a foreigner qualifies through property if they buy a property of at least the minimum value set in the regulation, held under condominium ownership or condominium servitude or as a plot with a building on it, with a three-year no-sale annotation on the title deed. They must then obtain an investor residence permit under Article 31(1)(j) of Law No. 6458. The President decides, and there must be no obstacle in terms of national security and public order.

Who can apply?
Article 12(1)(b) of Law No. 5901 covers foreigners who hold a residence permit under Article 31(1)(j) of Law No. 6458, and Turquoise Card holders, together with their foreign spouse and the minor or dependent foreign children of the applicant and the spouse. The Article 31(1)(j) permit is for foreigners who do not work in Türkiye but make an investment of the scope and amount set by the President (Law 6458, Art. 31(1)(j)).
NVİ states that nationals of Syria cannot apply for citizenship through property acquisition, because of the reciprocity measure under Law No. 1062 (NVİ FAQ).
What kind of property counts?
The property must be held under condominium ownership (kat mülkiyeti) or condominium servitude (kat irtifakı), or be a plot with a building on it. This wording was added on 12 December 2023 (Presidential Decision No. 7938). According to TKGM, agricultural land and plots without a building acquired after that date cannot be used for citizenship.
TKGM also states:
- There is no limit on the number of properties; what matters is that the total value meets the threshold that applied on the dates of purchase.
- Shares in a property (hisseli) acquired after 1 February 2023 cannot be used.
- A shortfall cannot be completed with a promise-to-sell contract signed after 1 February 2023.
How is the value counted?
According to TKGM, the sale price declared in the title deed (or in the promise-to-sell contract) and the total of the transfers and payments must each meet the threshold, and both must be confirmed by the Amount Determination Certificate (TTB). The amount is calculated using the Central Bank of the Republic of Türkiye effective selling rate and/or cross rate on the date of determination (Regulation, Art. 20(6)). See the valuation report guide.
Why is the residence permit a separate step?
The law gives the exceptional route to people who hold the Article 31(1)(j) residence permit (Law 5901, Art. 12(1)(b)). The property purchase therefore comes first, then the investment certificate, then the residence permit, and then the citizenship application (NVİ FAQ; TKGM). Permits under Article 31(1)(j) can be issued for up to five years at a time (Law 6458, Art. 31(5)). See the process guide.
What this does not promise
- Meeting the conditions makes you eligible to apply. The President may grant citizenship (Law 5901, Art. 12).
- A project name does not make a unit eligible. Each purchase is checked for value, property type, payment and annotation.
- This page sets no processing time.
