Short answer: The process has three stages. First, the purchase: the property’s value is confirmed by a valuation-based Amount Determination Certificate (TTB), and the land registry completes the sale with a three-year no-sale annotation. Second, TKGM issues a property investment certificate and the buyer obtains an investor residence permit under Article 31(1)(j) of Law No. 6458. Third, the buyer applies for citizenship, NVİ assesses the file and the President decides.

Who this applies to: foreign buyers considering property with citizenship in mind · As of: 31 October 2026

What is the “certificate of conformity”?

NVİ calls it the certificate of conformity (Uygunluk Belgesi): the document confirming that the minimum investment condition in Article 20 is met, used in both the residence permit and the citizenship application. For property, it is issued through TKGM, and TKGM’s own name for it is the property investment certificate (Taşınmaz Yatırımı Tespit Belgesi) (NVİ FAQ; TKGM).

Do I have to apply in person?

NVİ states that, for the investment route, foreigners must make the following applications themselves: obtaining the certificate of conformity, applying for the short-term residence permit, collecting the residence permit card and applying for citizenship (NVİ FAQ). Ask your lawyer which other steps, such as the title deed transaction, can be handled by a representative.

When does citizenship take effect?

A decision granting Turkish citizenship takes effect from the date of the decision (Law 5901, Art. 20(1)).

How long does it take?

The official sources listed on this page do not set a processing time. Each step depends on a different institution. Treat any timeline you are given as an estimate, not a commitment.

What this does not promise

  • No guarantee: the President decides, and applications that pose an obstacle in terms of national security and public order are rejected (Law 5901, Art. 12).
  • No processing time.
  • No eligibility for a unit until the land registry has checked the values against the TTB.
