Turkish citizenship through property: the USD 400,000 condition explained (2026)

Short answer: Under Article 20(2)(b) of the regulation implementing Turkish Citizenship Law No. 5901, the property route requires a purchase of at least USD 400,000 or the equivalent in foreign currency, with a three-year no-sale annotation on the title deed. The USD 400,000 figure has applied to sales and promise-to-sell contracts since 13 June 2022. Meeting it makes you eligible to apply for an investor residence permit and then for citizenship; it does not guarantee citizenship.
Who this applies to: foreign buyers considering property with citizenship in mind · As of: 31 October 2026 · Last checked against the official text: 31 October 2026 · Read Article 20 on mevzuat.gov.tr

Why do some pages still show other figures or wording?
Older articles and videos often quote USD 250,000 or say the amount can be paid in Turkish lira. Some official summary pages also still quote the regulation’s older wording. Rely on the current text of Article 20 on mevzuat.gov.tr.
What does the threshold not promise?
- It is not a guarantee. The President may grant citizenship, and applications that pose an obstacle in terms of national security and public order are rejected (Law 5901, Art. 12).
- It does not make a unit eligible. The declared price, the payments and the property type are checked for each purchase (TKGM).
- It does not set a processing time.

Frequently asked questions
Has the threshold always been USD 400,000?
No. It was USD 1,000,000 from 12 January 2017 and USD 250,000 from 19 September 2018. USD 400,000 has applied since 13 June 2022 (Presidential Decision No. 5554, published 13 May 2022 and in force one month later).
Can I pay in Turkish lira?
No. The amount is in US dollars or the equivalent in foreign currency, and the currency must be sold to a bank operating in Türkiye before the transaction (Regulation, Art. 20(2)(b) and 20(10)). The Turkish lira equivalent option was removed on 6 January 2022.
Which exchange rate is used?
The Central Bank of the Republic of Türkiye effective selling rate and/or cross rate on the date of determination (Regulation, Art. 20(6)).
Which threshold applies to an older purchase?
According to TKGM, each purchase is assessed against the rule that applied on its date.
Why do some websites still quote USD 250,000?
Because older articles and videos were written before the June 2022 change, and some official summary pages still quote older wording. Rely on the current text of Article 20 on mevzuat.gov.tr.
