Short answer: Yes. For a citizenship purchase, the property’s value must be confirmed by an Amount Determination Certificate (Tutar Tespit Belgesi, TTB). The TTB is based on a valuation report from any valuation company authorised by the Capital Markets Board, is requested through Web Tapu/TADEBİS and is valid for twelve months from its date (TKGM).
Who this applies to: foreign buyers purchasing property with citizenship in mind · As of: 31 October 2026
What is the TTB?
According to TKGM, the TTB is a document attached to a property valuation report. It is prepared in the TADEBİS system and sent to the land registry system (TAKBİS/Web Tapu), and it shows the investment amount that can be accepted for citizenship for that property. It must arrive through the system; a paper TTB is not processed (TKGM).
The regulation leaves the detailed method for checking the investment to the institution that makes the determination (Regulation, Art. 20(9)). For property, these rules are set out in TKGM Circular 2024/4 and its guide, in force since 9 December 2024 (TKGM).
How is it requested?
| Item | What TKGM says |
|---|---|
| Where | Web Tapu / TADEBİS, under the menu for valuation reports for citizenship |
| Who prepares the report | Any valuation company authorised by the Capital Markets Board |
| Validity | Twelve months from the date of issue; the TTB stays valid until the transaction it was used for is completed |
| Older than twelve months | The valuation report is renewed |
| Exempt transactions | Transactions where a public institution or its companies is a party do not need a TTB |
| Real estate investment trusts | Since 28 September 2026, a valuation report published on KAP and prepared before the deed date can be submitted, or a new report requested through Web Tapu/TADEBİS |
What is checked against the TTB?
TKGM says the sale price declared in the deed (or promise-to-sell contract) and the total of the transfers and payments must each meet the threshold, and both must be confirmed by the TTB. The land registry checks the currency purchase document, the deed or contract and the payment receipts against the TTB before the sale goes ahead (TKGM).
Amounts are converted using the Central Bank of the Republic of Türkiye effective selling rate and/or cross rate on the date of determination (Regulation, Art. 20(6)).
Is the municipal declared value certificate the same thing?
No. The municipal declared value certificate (Emlak Rayiç Değeri Belgesi) is on TKGM’s list of documents for the title deed application, and some municipalities no longer require it. The value accepted for citizenship is the one confirmed by the TTB (TKGM).
What this does not promise
- A TTB confirms a value; it does not grant citizenship or a residence permit.
- If the declared price or the payments fall below the threshold, the TTB alone does not make the purchase eligible.

Who can prepare the valuation report?
Any valuation company authorised by the Capital Markets Board, according to TKGM. The report is requested through Web Tapu/TADEBİS.
How long is the Amount Determination Certificate (TTB) valid?
Twelve months from its date. It stays valid until the transaction it was used for is completed; after twelve months the valuation report is renewed (TKGM).
Can I bring a paper valuation report to the land registry?
No. The TTB must arrive through the system; a paper TTB is not processed (TKGM).
What if the TTB value is lower than the agreed price?
The declared price and the total of the payments must each meet the threshold and be confirmed by the TTB (TKGM). If the confirmed value is below the threshold, the purchase does not meet the condition.
